Dalai Lama prescribes introspection as only mantra for positive change

TAWANG, Nov 11: Speaking on wide ranging issues afflicting the society, His Holiness Dalai Lama today prescribed introspection as only mantra for positive changes. He was addressing some thirty five thousand people who descended at Yid-Gah Choezin ground Tawang to listen to his teachings. They listened in rapt attention as the Dalai Lama preached on teachings of the Buddha. The only commotion was the laughter that Dalai Lama evoked with his usual humour.

He covered issues ranging from environment protection to corruption and need of balancing modern with tradition.

Dalai Lama called for balancing modern with the tradition. For a complete society, it is essential to strike a balance between both. If we concentrate on just one, it is unlikely that we will have an ideal society, he said.

He touched the issue of corruption. The Dalai Lama was quick to offer his regret by saying “if I over stepped my limits by talking about corruption in society, I offer my regret”, he said.

When there is lot of money, there are chances of corruption, he said. One must remember that money that the centre gives is hard earned money of the tax payers and at no cost it should be misused, he cautioned.

Dalai Lama however added that he is yet to come across instances corruption in the Arunachal!

His Holiness further said that authorities need to be honest, just and answerable to citizens.

Speaking on danger of global warming and fragile ecosystem, he said that it is not only the responsibilities of organisations to safeguard nature but every individual in the society should put efforts. He deplored mass deforestation and called on all to plant a tree in place of each felled. Post plantations care is essential to ensure that tree grows, he added,

He further said that these days, in place of agricultural fields, industries have come up. “I don’t say industrialization is bad. But we cannot survive on concrete towns alone” said the Lama.

Make use of the available land and incorporate modern techniques to ensure mass production”, he added.

He further discouraged use of polythene bags.

The Dalai Lama expressed his unhappiness at the divisions in society all over the world. For any society to progress, it is essential to live in harmony. “These days, people give more attention to trivial things, which is necessarily not good for the society” he said.

Earlier on the day, His Holiness initiated the Tsewang ceremony (Prayers for long life offering ceremony) and also visited Urgelling Gompa to offer his prayers.

Meanwhile, on the second leg of the weeklong tour of the state, he will arrive in Bomdila tomorrow and en route will halt at Dirang for an hour.

From there he would proceed for Itanagar before winding up his visit on Nov 15.

PRO to CM adds, the 14th Dalai Lama today laid the foundation stone of “Jigkyob Thongdrol Chorten” near Urgelling – the birth place of 6th Dalai Lama. The site for the Chorten (Stupa) is believed to have the body marks of Gyalwa Rinchen Tsayang Gyatso – the 6th Dalai Lama on the rocks where he used to play in his childhood and is revered as one of the prime pilgrimage site in the area. It is said that the medium of interaction for His Holiness with his official oracle – Tsering Choenga, had a vision of a grand Stupa, the one like in Bodh Gaya, on the very site of the shrine. The committee under the patronage of Tsering Choenga strated the work of construction of the Stupa with an estimated cost of Rs. 250 Lakhs and is likely to be completed within a span of 3 years.

His Holiness the Dalai Lama, while addressing the gathering after the laying the foundation Stone, expressed his deep gratitude to the people for taking up the noble job of preserving and developing the pilgrimage sites in the vicinity of the birth place of 6th Dalai Lama. He prayed for early completion and success of the ventures taken up by the committee.

Siram hints at policy reform, determined to revamp education sector

ITANAGAR, Nov 11: The state government will revamp education sector in the state, said Education Minister Bosiram Siram after reviewing the functioning of the education sector today. Talking to the reporters Siram informed that he held a meeting with the Education Commissioner, School Education Director, Joint Director, Deputy Director, Under Secretary and other officers of the Education department and discussed measures and policy to revamp the education sector.

Siram, who assured to improve the education system of the state just after being elected as legislator for the second time from 38th Pasighat Constituency today said vast policies and programmes of School Education need modification.

Siram informed that in his first meeting with the higher ranking officers of his department today, decisions were taken to review the policy of officiating Head Masters in the Secondary School, to continue the supply of NCERT book in the schools besides Computerization of Directorate Office.

Apart from these, policies would be formulated to encourage NCC, NSS, Scout and Guides and to conduct tour programme of the officers like Director, DDSEs, Joint Director to access the performance of schools in the state, he said, adding that Website of School Education will also be launched soon.

He assured to look in to the accommodation problems of teachers posted in interior places. If needed, the government will urge the concerned department for fund provision under Border Area Development Programme (BADP) and Special Plan Assistance (SPA) to meet the accommodation crisis of teachers. Siram further said that measures would be taken to regulate and strengthen the Mid Day meal scheme with timely monitoring.

Regarding the shortage of science teachers which becomes a major problem in the most of the schools in the state, he disclosed ‘if any science teacher retired, it will be replaced by Science teacher only and no Science teachers will be engaged in officiating job in the Directorate Office’.

Regarding transfer and posting of DDSE, Principal, Vice Principal and Head Master Siram said that file movement will be rotate through Directorate to maintain the accountability and transparency. Recollecting earlier decision he confirmed that the appointment of Senior Teacher will be carried out by APPSC, but in case of Junior Teachers’ recruitment, 50% will be recruited through APPSC and 50% will be recruited by Directorate through departmental promotion, and AT (A) will be recruited by Directorate Office alone.

Meanwhile, the Minister decided to visit Directorate of School Education and Bharat Scout and Guides office tomorrow.

Papum Pare KVK action plan approved

ITANAGAR, Nov 11: Scientific Advisory Committee (SAC) meeting of Krishi Vigyan Kendra, Papum-Pare was held at the Directorate of AH & Veterinary, Nirjuli on Nov 11. The meeting was held with the veterinary joint director Dr. Tamu as chair for the review, assessment and elicit suggestion regarding the ongoing and proposed action plan of KVK.

Speaking on the occasion, Dr. Venugopal Mukhopadhyay, General Manager, NABARD stressed that after training the follow up programmes should be undertaken for the trained farmers. He also stressed on the need for formation of State Farmer’s Commission, and Krishi Bhavan in every district HQ which was unanimously supported by the house.

James Nabam, DFDO and Maje Pill, DAO impressed upon the need of massive seed and seedling production units and the need to focus on organic agriculture for the benefits of farmers.

Assuring his support to KVK Dr. H. Tama, DVO suggested incorporating the field extension functionaries in all the livestock programmes. The DHO V.K. Srivastava suggested to incorporate spices, floriculture and medicinal plant under on-farm testing programme of KVK and stressed to give more emphasis on women empowerment.

Dr. T. Heli, KVK programme briefed about the KVK and importance of SAC meeting for the Kendra, while Dr. P. Borah, SMS presented the achievements (2008-09) in details and the proposed action plan for the year 2009-2010 of the KVK.

After threadbare discussion on various issues the members attended unanimously passed the action plan for implementation. The various other issues like high market price, higher cost of productions of agriculture and allied commodities and import threat to the farmers were discussed. V. Safi, SMS (Fishery) also spoke on the occasion.

Among others N. Pertin, Officer on Special Duty KVK, all the district heads of the agriculture and allied sector departments (Horticulture, Agriculture ,Fisheries and AH & Vety), the Production Manager of Krishi Darshan, DDK, Itanagar took part in the meeting.

Pasighat - epicenter of education, says Ering

Pasighat, Nov 11: Pasighat is the epicenter of education and the performances of various institutions in the district are very encouraging and inspiring, said Lok Sabha MP Ninong Ering while addressing the valedictory function of the 2nd Annual Week celebration of Doying Gummin College, the lone private college in the district on Nov 10. In his brief speech, the MP advised that instead of seeking only Govt. job, students should come forward to serve their mother land with educational knowledge and skills to build a wealthy state. He highly appreciated the college Principal Dr. Igul Padung for his tireless efforts and the students for their active participations in cultural activities and game and sports beside their normal studies. He also assured all possible helps to the college authority for infrastructure development.

Taking privilege on the occasion Ering, the chief guest of the function congratulated Bosiram Siram for his new assignment and conveyed his gratitude to Chief Minister Dorjee Khandu for inducting Siram in his cabinet as education minister.

The Chief Guest handed over prizes and certificates along with a refreshment package amounting fifteen thousands to the students.

Prominent writer and Rtd. IAS officer Oshong Ering, the guest of honour, claimed that Pasighatians have endless opportunities of studies and all should avail the optimum benefits to make them rich educationally.

Bravery Award to Ipi Basar recommended

ITANAGAR, Nov 11: The West Siang district administration had recommended the name of Ipi Basar for conferring Bravery Award on the occasion of Republic Day, the 26th January, 2010.

Ipi Basar, daughter of Toi Basar and Moyo Basar of Nyigam village had saved Yompu Basar, 75 and a minor girl Bompi Basar, 7, from devastating fire that broke-out at Nyigam village on Sept 7 last.

In a recommendation letter to the secretary to the Governor, the West Siang DC said,’ … Ipi Basar as made out in the recommendation letter from additional deputy commissioner, Basar,

seems to have marvelously exhibited during the fire as if she had a nerve of steel with perfect combination of mind and soul with human touch”.

Hence in recognition of her outstanding act, all the needful may be done for conferring Bravery Award to Ipi Bassar, the DC said in his letter.

School Chalo Abhiyaan

ITANAGAR, Nov 11: With an aim to know the first hand informations about functioning of schools, availability of school infrastructure like school building, classroom, textbooks and teachers, the All East Siang District Students’ Union (AESDSU) has decided to launch School Chalo Abhiyaan very soon, according to an AESDSU release.

Electricity disconnection drive from Nov 16

ITANAGAR, Nov 11: The Naharlagun Electrical division has decided to conduct a disconnection drive against the Govt electricity revenue defaulters including unauthorized tapping of electricity in the various locations under the division from November 16 next.

The executive engineer (E) of the division has requested all the revenue defaulters to whom 15-days prior notices

have been served to pay the dues on or before Nov 16 to avoid disconnection. The individuals, who are involved in unauthorized energy tapping are also asked to regularize their connection through proper formalities to avoid legal action.

Information campaign on Bharat Nirman begins at Kimin

KIMIN, Nov 11: The success of welfare policies and programmes of the Govt. depends on its proper implementation at the grassroot level. This was observed by the speakers at the inaugural function of the 4 -day Public Information Campaign on Bharat Nirman at Multipurpose Cultural Complex, Kimin in today. The campaign organized by the Press Information Bureau and various media units of the Ministry of Information & Broadcasting, in active collaboration with District Administration, Papum Pare, aims at generating greater awareness among the people, particularly in rural and remote areas, about various developmental schemes of the central Govt.

Inaugurating the campaign Manoj Kumar Singh, Commandant, 10th Bn. of the ITBP, Kimin said that people should come forward to take advantage of various schemes of the Govt. This will ensure a better quality of life for them. He lauded the role of the media units of I&B Ministry in disseminating information in remote rural areas.

Speaking on the occasion Bamang Yayu, Member Zila Parishad, Papum Pare, said that Government has taken up so many welfare programmes for overall socio-economic development of the people. It reflects that there is no dearth of sincerity on the part of the Government for betterment of the masses. She also underlined the necessity of maintaining transparency in the implementation of the developmental schemes.

Highlighting the activities under Prime Minister Gram Sadak Yojana (PMGSY) at Kimin and its adjoining areas, T. Hokom, JE, Rural Works Department, informed that his department is trying to improve the road connectivity in the entire area under PMGSY.

District Reproductive and Child Health Officer, Papum Pare, Dr. N. Lowang gave details of activities under the National Rural Health Mission (NRHM). She said that thrust has been on keeping proper and time bound implementation of schemes under the Mission. Taso Gambo, Circle Officer, Kimin, said that the Gram Panchayats have an important role to play in effective implementation of the National Rural Employment Guarantee Act (NREGA) in mitigating the hardships of the rural poor. He also said that NREGA has turned out to be a very important mechanism in employment generation. Bamang Mangha , Ex ZPM and social activist also spoke on the occasion and called upon common people to take maximum benefits of various welfare schemes.

Earlier, in his welcome address Raj Kumar, Joint Director, DFP, Itanagar underlined the significance of such campaign at the grass root level. He said, this sort of multimedia campaign has been going on throughout the country and this is the sixth Bharat Nirman Campaign in Arunachal Pradesh.

The Directorate of Advertising and Visual Publicity (DAVP), Directorate of Field Publicity (DFP), Press Information Bureau (PIB), District Health Society and Department of Textile, Govt. of Arunachal Pradesh have organized exhibitions at Multipurpose Cultural Complex, Kimin. District Health Society has also put a stall where children are being given necessary vaccines. A quiz contest on Bharat Nirman was also organized by the DFP on the inaugural day. Artists of Song and Drama Division presented theme based programmes highlighting the policies and programmes of the government.

As part of the 4-day campaign day-long programme will also be held at General Ground, Doimukh on Nov 12 and at Nykum-Dapo, Ground Banderdewa on Nov 13. The concluding programme will be held at Kimin on Nov 14. PIB, Guwahati

Arunachal English teachers to attempt better strategies

ITANAGAR, Nov 11: English teachers from 21 private schools of the state resolved to take steps to bring about qualitative improvement in their teaching of the language.

At a one-day orientation program for English Teachers of different schools organized under the auspices of All Arunachal Pradesh Private Schools Association (AAPSA) and held at Don Bosco Youth Centre Itanagar, the participants numbering 32, reflected on the present teaching practices and drew up an action plan to bring about improvement in the teaching of English language.

The Orientation program is one of a series of programs planned by the AAPSA to usher in qualitative changes in the field of education.

The Association was formed a year ago to ensure collaboration between member institutions in various fields related to education. “It is noteworthy that AAPSA is taking up innovative and relevant activities to better the educational scenario of the state,” said Cyriac SDB, Director, DBYC Itanagar at the inaugural function of the program.

The resource persons for the program were PX Andrew SDB and Joseph Pulinthanath SDB.

2nd state level Shito Ryu Karate C’ship

ITANAGAR, Nov 11: Lohit District Shito-Ryu Karate-Do Association under the aegis of Arunachal Shito-Ryu-Karate Do Association (ASKA) will organize the 2nd State Level Shito-Ryu Karate- Do Championship at Tezu from January 15 to 18, 2010. Karatekas from all the district units under ASKA are expected to take part in the championship.

Arunachalee karateka wins bronze at National C’ship

ITANAGAR, Nov 11: Tajin Boni of Arunachal Pradesh defeated his Karnataka rival to win a bronze medal in U-63 kg category at 29th Junior National Taekwondo Championship being held at Panchakula, Haryna.

Art of Living special session

ITANAGAR, Nov 11: The Art of Living will host a special interactive session with Swami Soumyatej on Thursday. The session will be held from 5.30pm at its centre in H Sector, Itanagar.

The Bangalore-based Swamiji is a senior disciple of His Holiness of Sri Sri Ravi Shankar from Bangalore. During the session, Swamiji will interact with people and bless them. ‘Cooperate with Govt’

ITANAGAR: Bogong Banggo Yameng Kebang, President Dejir Tamuk said that due to people’s ignorance and lack of farsightedness Pasighat is still lagging behind in compression to other towns of the state in terms of overall development.

He hoped that the new government would bring more developmental activities in the 38th East Pasighat Assembly Constituency and appealed the people of the constituency to cooperate with the government in developmental activities.

International Summit

ITANAGAR: International Summit on Nepali Sanskriti is scheduled to be held at Haridwar on December 26-27.

Besides discussion on Conservation of Himalayas and environment, poetry recitation and competition, display of Nepali culture will also be organized.

Delegates from Nepal, Bhutan, Thailand, Japan and other countries are likely to participate in the summit.

Free medical camp

ITANAGAR: 82 Mountain Brigade, based at Lohitpur will organize a free dental and health camp at Mentengliang under Chaglagam circe, Anjaw district on Nov 21 and 22.

Brig Manjit Mehta would be the chief guest of the programme, while many other dignitaries including Anjaw DC C S Jeinow would attend it. Large number of people under Chaglagam circle are expected to take advantage of the free medical camp.

This is the 8th medical camp being organized by social worker Ejenso Yun in Anjaw district.

CUAWC bans hunting

ITANAGAR, Nov 11: Chimpu Urban Area Welfare Committee (CUAWC) has banned hunting, use of bleaching powder in the rivers, collection of Bamboo, Toko Patas, timbers, boulders and other forest product. It also prohibited Jhum cultivation and setting of forest fire within the Chimpu area.

ABVP conference

ITANAGAR, Nov 11: Three-day 55 National Conference of Akhil Bharatiya Vidharti Parishad was held at Himachal Pradesh recently.

16 delegates from Arunachal Pradesh attended the conference.

Meanwhile, Gyamar Kassung and Nirav Ghelani have been included in the National Executive Council of ABVP as representative from Arunachal Pradesh.
